Any animal that has the ability to regrow entire limbs are all very small or simple in structure, even the largest possible animal to regrow "limbs", can only do so for their tail, not legs or arms, and only when they're young. Humans grow massively in size from their infancy. When you lose a limb, your body doesn't have an imprint of what your limb would be like for it to repair fully. It can only repair the immediate area where the damage happened, because the complexity of the biological processes is vast. For a small and simple animal, it doesn't take that much resources and there's not much genetic makeup for their body to memorize.
