The most optimal way for F2P is to stick to the base set and roll on there so you can use it as a vial farming set.
Majority of the cards on your base set should be x3 at this point.

No point in rolling the gacha for the new set and getting cards from other classes and earning zero vials when you can just roll for base set forever where all the cards are at x3 and you can break all of them down for vials and pick exactly the cards you want.
