Luka's a nice guy no doubt but the notion he's just letting "evil fuckwat get free" (kek) isn't very accurate, no. Hell, a good chunk of girls recruited are specifically BECAUSE Luka doesn't trust them to be on their own and he wants to keep an eye on them and keep them in line. By the end he's basically in a position now where he could kill any one of them at any time with zero fear of reprisal and they can't really stop him anymore if he actually wanted them dead, and he's 110% fed up with a good number of them, so they have no choice but to obey his commands because it's either that or their life privileges are getting revoked.
The reason he doesn't actually kill them and all of them do cave in to Luka is because, well, again if he did kill them then you couldn't recruit them, and that goes against the point of the game. But he (and the Party for that matter) does ensure that even the evilest (or dumbest) among them don't cause any further trouble.
And while he's still generally polite once he does hit the point where he starts getting fed up with everybody he becomes hilariously blunt about saying exactly what he thinks of them.
It's pretty fucking based to be honest.

I said she didn't understand "how she 'went' wrong"; more specifically, Kanon doesn't get what it was that she did that caused everyone to hate her so much and doesn't know at what point that people started to dislike her.
It's pointed out to her by all five of her Sisters, in different ways, that the reasons everyone hates her should be extremely obvious to her and 'where it went wrong' should also be very obvious to her.
Namely; she killed literally thousands upon thousands of people in increasingly grotesque and horrible displays because she found it fun, and she thought everybody else also found it fun, and she went to the point of having her human subjects kidnapped from their homes or abducted off the streets at night in order to keep holding her 'garden parties'. She also views humanity as completely beneath her, never asked once how any of them thought about it or if they actually liked it, and when this is pointed out to her directly her only response is silence as she realizes that indeed, she never did actually care about any of her human subjects and just treated them as objects.
She also refused to listen to any measure of criticism from the Plant Girls. Notably, a lot of her own Plant Girl subjects hate her as well, and it's noted that she would only ever listen to people who kissed up to her, and ignored anyone who was trying to get her to stop. On top of all of them being too afraid of her to actually try and stand their ground about their point, because Kanon could easily kill them for trying to do so, as she kills people for very petty or minor reasons. When Kanon tries to claim she had to have been well-liked because she was holding lots of parties for them, one of her sisters just looks at her with pity for not being able to understand.
