It's like how Windows and macOS will, by default, only load software that has a signed executable, regardless of where the executable comes from. You don't need to distribute apps via the Microsoft Store or Apple's App Store in order for them to have signed executables. You just need to pay the yearly fee for a digital signature if you develop software. Apple charges 99 bucks a year. I'm not sure what Microsoft and Google charge, but I imagine it's comparable.
What this means, in practice, is that end users will still be able to sideload software, and even continue to use QooApp, as long as the APKs they distribute hasn't been modified. As long as the APK is signed by the developer (which costs the developer, not the end user, around a hundred bucks a year), it'll still install just fine.
