Personally I'm leaning towards us ending up with the minimum being companies making a dump of the games files so that a involved individual can recreate it with their own server with the general outcome game companies plan for being a final update that give a fully client side game download for a single player version under the expectation that the consumer will be expected to host the entire thing.
That or every game with some multiplayer mode just having an inbuilt toggle which lets the campaign be accessed with out a connection.

Whether the initiative pass or things change or not this is more about public perception of the issue. People can choose to not buy the corporate slop and play consumer friendly indie games instead. We need the gigaslop AAA "you will own nothing" kind of games to flop HARD, these greedy companies need to go bankrupt. People need to be mad at these companies so that they can start to actively reject them, this is a good first step. It might even be better if the initiative doesn't pass, especially if there's a huge corporate lobby against it, maybe that'll cause people to change the paradigm.
