If you want to upgrade them? Yes, you need like 3 copies of a weapon and 4 of any weapon in the same tier, or maybe it was the other way around.
Can't afford that for 5* weapons if you're an F2P though, and even at their base level some characters' 5* weapons are still solid improvements over their 4* even without upgrades, like Shoyu's or Leon's.
