Yes, Asuka kisses Shinji to get back at Kaji, but no one kisses someone they don't care about out of the blue
It's kind of the point, she makes a big deal about only wanting to do it out of boredom because it's an absurd excuse, and obviously not true
And later on you can see that his lack of a reaction hurt her deeply, had it been only about Kaji she wouldn't have been nearly as affected
