If we confess our sins, He will forgive us AND bless us. Same applies for our lands.
It is a call to believers, not everyone else.
Tennessee passed a law making July a month of prayer and fasting last year. the passed a new one making it permanent this year.

Both the terms "evangelical" and "Christian" have become nonsense labels applied to things someone doesn't like.
It is no different than "incel", "racist", or a dozen other words.

Christian SHOULD mean one who trusts in the salvation offered by Jesus Christ when He died on the cross for our sins and rose again.

Evangelical SHOULD mean one who carries this Good News to the world.

As I'm sure you are aware, neither of those meanings apply in the majority of times they are used.
