I think there's a good gimmick to be had here even if we don't have him locked into the suit, since as another anon pointed out that's already Rhino's schtick.
Play him like you would a heroic underdog, just as a villain. Even if he loses 9 times out of 10, make it so that the second someone underestimates them they get gutted by the stinger or kicked through a wall.
His 'superpowers' become that he's
>ruthless
>streetwise
>hard as nails
>Isn't afraid of / intimidated by anyone, no matter how strong they are
I think you'd end up with readers rooting for him even though he's a prick as long as every bout between him and a super is like a Rocky movie.
Instead of *just* being a goon, he's the guy the corporations, gangs, and villains hire to do the crazy shit that no one with any reasonable amount of fear or scruples would do.

>He'll start a gang war by attacking a peace deal, no questions asked
>He'll take footage of the mayor cheating on his wife.
>He'll burn down that cop's house, you know the one who's on to your scheme, and he'll burn it with the wife and kids inside
>He'll snoop around the Baxter Building, because he's not afraid of some stretchy jerk with a fancy degree
As long as he's a *consistent* threat he doesn't actually need to win more often. Just needs to give people a better run for their money and be super lethal if he catches them off guard.
