1. It's a fucking M-rated console game, not an eroge. There is zero justifiable reason why it should have to do that.
2. Dungeon Travelers 2 was already based on the censored America Vita version; Steam still rejected it. Last year, Tokyo Clanpool tried to get on Steam by preemptively censoring the majority of the game's lewd content, likely planning to do what you suggested, and Steam STILL banned it.
3. It is likely not as easy to censor an actual (non-VN) game to Valve's standards without making it look obviously incomplete, which Steam will also reject games for.
4. Hosting portions of the game's content on multiple websites creates issues for future-proofing when those websites go down or otherwise become unavailable.

I think the reason non VNs and Vita-style ecchi games don't do that it is because for actual games (not VNs) it's too hard to cut out everything that might trigger Valve without making the game look obviously unfinished, which will also cause Steam to reject it. Eastasiasoft censored basically everything they could out of Tokyo Clanpool (which was like 80% of the game's lewd content) and Steam still banned it. A lot of it boils down to the very art style itself and that's not something you can work around. There's a shitposter ITT calling everything moe anime pedophilia, but his views likely aren't far from Valve's own.

Steam has been getting worse and worse over the past few years. Nowadays they're hard-banning (no store page) even censored versions of Vita games like Dungeon Travelers 2 and Tokyo Clanpool. And from what I can tell, it is much harder to just patch out the content Steam hates from these games because you also have to do it in a way that doesn't make the game look like it's obviously missing content, because Steam will reject for that as well. It's much easier to do for simple VNs than it is for full-fledged games. which is part of why the majority of high-profile Steam bans the last few years have been (former) console games; they can't really "just" patch things out without obviously looking unfinished. Removing the rubbing minigame and censoring some CGs was pretty much all Eastasiasoft could do for Tokyo Clanpool and Steam still banned it.

He's right though that Steam has become absolutely retarded. The version of Tokyo Clanpool submitted to Steam last year had the rubbing minigame which was 90% of the lewd in the game removed and they still banned it.

I hate GOG for this too, but at least they allowed it to exist in some form. Steam hard-banned it (didn't even get a store page) even with the censorship. Japanese otaku ecchige is treated like contraband on par with political extremist propaganda.
