1. It's a fucking M-rated console game, not an eroge. There is zero justifiable reason why it should have to do that.
2. Dungeon Travelers 2 was already based on the censored America Vita version; Steam still rejected it. Last year, Tokyo Clanpool tried to get on Steam by preemptively censoring the majority of the game's lewd content, likely planning to do what you suggested, and Steam STILL banned it.
3. It is likely not as easy to censor an actual (non-VN) game to Valve's standards without making it look obviously incomplete, which Steam will also reject games for.
4. Hosting portions of the game's content on multiple websites creates issues for future-proofing when those websites go down or otherwise become unavailable.
