I slowly went through the entire MB and the dream feature (at the inn bed) and only roughly slightly less than 50% of the hats are now available on hrothgar. They prioritized more casual looking hats, and silly ones, and event ones. They seemed to not give a single fuck making expansion set hats, artifact hats, green dungeon hats and helmets wearable
