All liches need souls in 5e. Vlaakith demands souls to power herself to Godhood and freely cast spells.

The Dead Three are gods, but also not really. Their Chosen are canonically stronger than Vlaakith's Avatar.
The entire point of the Vlaakith Avatar is her taking a slightly more hands-on approach and still failing. So when she shows up later and tells Lae'zel "heyyyyyyyy bestie if u kill Orpheus I'll make you my best chosen ever" it just reinforces how much she's trying to manipulate you.
