It's not that hard; especially since you're a woman.
Basically, if you show any attention to any guy you're interested in (NO this does NOT MEAN JUST LOOKING AT HIM.) then you're pretty much in the clear. Starting a conversation is almost foolproof.
If he doesn't bother to continue the conversation, then sorry, it wasn't meant to be.
As for advice, I'd say dating apps are easy if you don't really care about quality; men will swipe on your profile regardless of what you put on there. The issue is you'll need to dig through all the profiles.
If you're looking for something IRL; go to places you'd like to meet someone with the interest at. Be it a gym, social place like some artsy joint, etc.
If you are not obese and not a single mom, you are living easy mode. Again, if you show the slightest interest (THAT'S NOT JUST LOOKING AT A GUY AND THINKING YOU'RE DONE) you shouldn't have too much of an issue.
