Nah. Active radar is the way to go, but they should have self destruction if they can't hit the target.

The downside of SARH is that the target can just dip below the horizon and the missile misses (and the ground radar is limited in number of targets it can engage and it gives away the targeting instantly to the RWR on the target while active radar homing can fly "silently" until it is closer to the target area).

But the systems we use now seem to not be designed for use over populated areas with little effort put into the self destruction logic.
