how many of those are there? An exact number. of actual fighters, not some lackey or pleb npc doing mechanic work. The real fighters who can take and hold territory. Now, how many installations, government facilities, airports, media centers, key infrastructure systems are there in their areas of control? Divide the one by the other. Now you multiply that, by the square km/mile's of that area of control and calculate by the travel time required to move from one place to the other. Now divide that number by the likely losses taken every day vs ability to raise more support from a population its hostile against, and you can have a running estimate of how long the system will last in defense before being defeated in detail.
You've now a realistic idea of what the system can defend or react on. Just do the math.
