Sadly this is somewhat true. Due to the bad online and poor optimization you would play very little between sessions, even worse when, after waiting for the game to match you up with people, whoever was the "host" quit, the entire room would disband, this could also happen WHILE LOADING, so you basically waste your time for nothing.

It was best to play with added friends since, despite the loading, you were sure to play back to back races after each loading screen.

Reminder that the fame loads tracks by loading literally every asset in the game and then dumping what isn't used.
Unless that has been changed the loading times will still suck.
