Except we know that's not true. They literally wrote during XY development stage that the 649 pokemon would go up to 749 because they were planning 70 new ones plus 30 "super evolutions"
Vivillon patterns don't count, Flabebe, Floette and Florges flowers don't count, Meowstic dimorphism that actually tweaks their HA and moves don't count, Aegislash entire gimmick stances don't count, Pumpkaboo and Gourgeist sizes with changed stats don't count and Xerneas states don't count. But Megas? They are something else according to GF, even in internal documments never meant to be shared with the public.
