If we aren't accounting for Pneuma's supposed strength, I think that might work. IIRC, the strongest attack Malos scales to is Mythra destroying an entire island with Siren. He should also be as fast as Mythra, who is explicitly lightspeed at minimum. It's been a while since I played XBC2, though, so forgive me if I missed anything.

From what I can recall from lore, characters like Sanhua (4* who isn't noted for being particularly strong in-universe) once accidentally created an entire blizzard with her powers. Cartethyia never hurls mountains, but she has slashed apart giant waves in a single hit and does upscale characters like Augusta (created a colossal beam of energy that destroyed two large stone structures in the distance).
