The reason Cambodia keeps deferring to the ICJ is because it knows the ICJ is working off old French maps (that France itself admits it wrongly drew up in violation of its agreement with Thailand just so it could give Cambodia - its colonial possession at the time - more land). Cambodia gives zero fucks about international courts or opinions, it ignores them 99% of the time and uses them when convenient.
