In late soviet years, there was group of people who decided to drink cheap cologne (odekolon), to get that "kick". As it had alcohol content of 60...80%. In modern days, that is not as widespread anymore, but still have not died out.

Please do not go cologne or windshield cleaner liquid drinking route.

Living in post soviet country, with around 1/4 russian speaking population. Have observed some of that shit first hand, as it is present here too. Difference is, that here it takes less time to get to poverty, and alcoholics tend to die out a bit quicker.
