Susie was scary. That's literally all it was about Noelle's fascination with her. Noelle just has some wires crossed when it comes to scary stuff, something which may even be caused by Kris' pranks. If not for the distance between Kris and Noelle caused by whatever happened to Kris that's a big part of the story which we don't know yet, they would've been much closer by now.
She even tries to fix that when she feels Kris is back in the weird route, as she explicitly states while literally getting closer and closer to him.
