My guess is that he's an NPC who realized what was going on, but unlike the Gummigoo, he escaped Caine's sight before getting reset/killed. He's been plotting ever since. One of these episodes he's going to do... SOMETHING... that causes the characters to team-up for real, this ain't no game.
