The combat is pretty good but holy shit is it boring as fuck roaming and backtracking around these giant labyrinth levels collecting random bullshit doohickeys to open a door on the other side of the map, with trash mobs respawning every time you walk more than 10 feet away.
Why do so many action games do this? Why are (classic) God of War and Souls the only action games capable of actually having fun, compelling gameplay outside of just the combat? And the worst part is these games like NGB and DMC3 can't even just accept that combat is their strength and focus on that, they pad like 2/3 of the playtime with this doohickey scavenger hunt bullshit.

There is no one anyone can actually think this is harder than Souls. It took me a fucking WEEK to just beat the first boss in Demon's Souls, whereas by a week in NGB, I had already beaten the game twice.
The worst part about the difficulty is that there is very little difficulty progression as the difficulty level goes up, it's mostly just different arranges. Once you know how to deal with enemies, you know it.

Playing this makes me realize that Souls was the first game to truly "get" 3D action game design.
Ok I "get" it now. But it's still not fun.
The camera sucks, the swimming sucks, there's way too many weapon types and moves, there's way too many hidden items and upgrades and shit you need to buy, and each boss is more bullshit than the last

Need help finding an old PS1 game with only a few hints from memory.
1. Game is some sort of shooter.
2. Something to do with storming a skyscraper with levels being different floors.
3. ??? Possibly playing as police or special forces that are storming that building but not 100% on that.
