Magic is real and became common place in 1899. Gate to hell opened and America annexed it. World governments are in an arms race to developed the best sears to predict the future.
As for the game itself: two gods want to be summoned into the world but only one god can actually appear so they promise a wish to those that complete their ritual (killing the other god). So random people in New York for various reasons have joined this murder game so they can get their wish granted.
