Morrowind's level scaling tops out at having daedra spawns (which are very rare outside of daedric ruins anyway) be Golden Saints and Dremora Lords instead of Scamps, and unless you're actively trying to screw yourself by, say, playing a Wood Elf and tanking your endurance with the Bitter Cup so you have only 10 at level 1 then leveling up 5 dozen times by exclusively leveling speechcraft, athletics, acrobatics and security and only picking +1s on level-up, you're going to be at least an even match for Golden Saints and Dremora Lords by the time they break into general spawnlists.
Morrowind is not a game that runs strict build checks, if you can beat an Ash Slave you have everything you need to kick Dagoth Ur in the balls and get a hug from Azura.
Tribunal and Bloodmoon are a bit more demanding of your build, but even with Tribunal's assassin attacks it's still hardly going to render the game any less playable unlike Oblivion with suboptimal leveling or Skyrim with low HP investment.
