She's just Nova with tits. Nova was pretty idealist as well, and was planning on couping Sumeragi after getting the adept situation under control (by depowering and regulating them). Zonda is also extremely idealistic. GV is ironically the one without ideals. He would like people to get along, but he's never been strongly motivated by idealism in the end. He's a lot like Zero in that sense.
