You'd think that but originally they didn't even plan on doing a digital release. It was just supposed to be a Japan/Asia exclusive physical thing so they'd have a means to reprint the Gunvolt artbook (since Inti can't into standalone book publishing).
But then the scope of the project kept expanding and expanding, and now thanks to Aizu's impulsiveness with that trailer they're locked into making something that was originally deemed too costly.

I don't remember if it was Capcom or Inafune the one that made it so, but Mega Man had a mandate not to show people or animals being hurt directly.
