Mr. Tails is a sidekick defined by his relationship to Mr. Sonic. Ms. Cream is not defined by her relationship to someone else, such as Ms. Amy (who is trying trying to anchor Mr. Sonic). Mr. Tails wants to be like Mr. Sonic, Ms. Cream doesn't want to be like Ms. Amy or emulate her, their goals just happen to align.
