You're already talking about making a soup army, which is not a cheap or rational thing. You should try out Kill Team first. That allows you to play a 40k based game, which similar rules and also buy and paint models, without having to spend the absurd amount of money that a 40k army costs. Space Hulk also works as a starter game. Pick one of those two, figure out what looks good, and then try a few games. If you're enjoying yourself, then it might be time to graduate to a real 40k army and do that. But just jumping into 40k right away especially with the way the prices are now is a fools errand.
