2B's numbers on her skills are good on paper and not what makes her mediocre. It's her normal attack modifier. Each unit has unique attack damage modifiers for their basic normal attacks. For most ARs, a single bullet is about 14.2%. For Scarlet, since she's balanced around having 20 rounds per magazine, she has a higher modifier of about 27%. 2B, meanwhile is an AR but sits at the literal worst and lowest modifiers of all ARs at 6%. For reference, the average MG like Rapi Red Hood or Crown sit at 5.5%. Her bullets do equivalent damage to an MG while having a slower fire rate and lower magazine.
What this means is that a lot, or rather, pretty much a vast majority of her damage is backloaded into her burst, and while it's strong, it's not THAT strong to carry her as high as other units unless you're absurdly lucky with crits and crit lines. Every other strong/meta fire unit can do basically do as much, and usually even more than 2B can. It's also especially bad considering most of the strong fire units also happen to be WAY better in off element content (Alice, Rapi Rojo, Mihara, Drake, Modernia, Grave); meanwhile 2B is only really good in fire weak content and only bosses and only if you aren't already using some of the stronger units.
