Wiki says BASE chance is 5%. I have all the nodes on the tree to improve it, and the faggot won't show up. I still have 3 more complete memory tears to finish before the challenge is done, and that's if the game doesn't screw me with giving me the wrong one I have -80% chance on.

I'm SSF and my builds are too weak to handle either Ubers or even T17s.
