tl;dr it continued the D1 story with Laharl actually being the Overlord of his Netherworld and dealing with managing it. He gets into shenanigans with his relatives, uprisings in his Netherworld Domain and being a good Overlord to his vassals. Though it really shines in actually trying developing the characters, in a way that seemed like an organic evolution to what they were in D1.

Laharl is still a cocky little shit, but now he shows a legitimate sense of responsibility as the Overlord of his realm. He's still abrasive as ever, but he's showing definite maturity as he settles into his role.
Etna maintains the snarky relationship she had with Laharl, but whenever Laharl enters "work mode" as Overlord, she actually gets her shit together and acts like a proper and competent vassal. She also experiences weird feelings as her memories and image of King Krichevskoy and Laharl at present begin melding together.
Flonne, now a Fallen Angel, is forced to reevaluate her definition of love as she notices a bunch of other girls pining for Laharl. More love is always good, at least in theory, but the feelings she gets when other girls get close to Laharl is hardly pleasant. She begins to think that maybe "Love" isn't as selfless as she believed it to be.

And with this new group dynamic in mind, they get into adventures and shenanigans. Of which involves other Netherworld Royalty, a now married Gordon and Jennifer (and their daughter), and other Angels like Flonne's family. If it wasn't obvious by now too, Laharl also had a little harem thing going on.

It's an officially sanctioned work, but it takes place in a completely different continuity from the games.
