Just think about it: small sprites, easy to make 2D, couple of jumping puzzles and simple mechanics with more than one purpose.
You have to add a shader magic to make the game beautiful, sure, but from the assets standpoint it's a super easy task.
You don't have to write a colossal story, you don't have to have NPCs, random item drops, just simple enemies that chase you around or follow easy logic.
What you really need to do is to make some crazy puzzles that will leave players stumped for hours. Have a hint in one place, have a weird heroglyph in another, use everything that you can think of, music theory, letters represented as numbers, numbers represented as letters, mirrors that change the order of letters.
It's great, because it's just like a big puzzle that doesn't need an explanation why, what, how, just whimsical stuff that happens, almost like magic. I'd say that FEZ went with similiar route but his idea for a puzzle was making a star pulsate a morse code or binary code or make some QR codes to scan. Traversal was different, but you don't even have to make it that different. Animal Well was one screen, no scrolling, 2D and got 10k+ reviews.
