I've noticed that nu-paradox titles have progressively worse AI. Victoria 3 ai literally doesn't do anything at all

Where does this "The Empire would have done better if they invested in better fighters" stuff even come from? In the movies the rebels don't ever fight the empire in a full on battle until they have big capital ships of their own
