In terms of Bethesda games? No. The Creation Kit's terms of service specifically says that anything made with it is the property of Bethesda since its a derivative work. Legally, it is theirs, but mod authors 'own' their work as in can say where they want it up at and ask moderators to yank it down if its an official Bethesda thing.
