That's entirely the fault of IS. There are files in the base game that very fucking clearly had at least Thales and Kronya in a playable state. There was absolutely going to be a DLC where Shez joins the Slithers similar to Engage's Fell Dragon DLC. IS is permanently booty-blasted by what KT accomplished with IS' own IP.

Shez will be a character that can only be unlocked in the third act if Jeralt is alive, and Jeralt is only alive if Byleth gets A-support with him during White Clouds (which is condensed down to 6 chapters). That is to say, Shez isn't meant to be unlockable in a player's first run.
