ty again anon. I work with lasers a lot at work (research lab, so not talkin' low-BQ industrial shitt) and yes even relatively low power lasers have blinding potential from specular reflections. In some ways green lasers can actually be a bit safer than say NIR lasers, because visible light causes a blink reflex, though obviously our blink reflex is slower than light, so risk of bodily harm certainly scales with power above all
