Ye, Nerevar's Peace would have been the end of the Velothi way for one of 2 reasons:
1) The Great Houses were becoming far too successful. With nothing above them politically or culturally they would have either gone into a ruinous war with each other over resources, or just become lazy like that Altmer.
2) The Dwarves COULD NOT be allowed to have the Heart. Which only Vorayn Dagoth understood.
Nerevar did, in fact, have to die. He was just too good for the world.
