Fireball only creates smaller fireballs if you pick up a Fire Infusion, which is only created by using another skill called Living Bomb, where you have to cast it on an enemy, wait for it to explode, and pick up the infusion where it exploded. The infusion only works for 1 cast. Enjoy!
