I am not sure that is what JMS is doing with those 2 pages. To me it reads as JMS critiquing Spider-Man's tendency to jump the gun with punishing or attacking criminals or assuming that these guys gathering here are wrongdoers. I forget what Ezekiel is doing here but going from the page alone, I think his main point is for Spidey to not blindly make fun of crooks and antagonize them like he kinda did most of the time back then from the 60's to 70's. 80's is when for instance in KLH he visits Joe Face's funeral and there is more humanity to the crooks.
Ezekiel saying he has a long way to become a mythical hero isn't really a knock moreso a point outlining how human Peter is.
Spidey making some effort to wind down some of his villains into not fighting or prevent escape or prevent crooks from even committing a crime is something I'd like to see. Doesn't always have to be constant fighting. Even so Spidey's webs used non-violently, in a capture sense, would still work out pretty well.
