Oh, so that's why I couldn't use PayPal for some reason during last Summer Sale. But since other payment options were available, I simply didn't use PayPal that time so I don't see a problem. They made sending money to account too problematic in the past already so I guess I will only use it now for buying plastic models from Japan or few European shops.

In the end, I fail to see how this is somehow my problem.
