That's because the Death Star was originally meant to be in the final movie, but Lucas wasn't confidant that Star Wars was going to produce him a franchise, so brought that idea of his forward.

I'm fine with a second Death Star. It's not as if the empire was going to stop at one of them. Plus, the impact is more meaningful when the rebels find out it's a trap because they all sensed it, but blindly took the risk.
