If Koji has to approve everything Kate does then there is effectively no reason for her position to exist since Koji has to approve it all anyway (which would be her job as localization lead). Also if approving everything is Koji's job as head of CS3's entire localization branch that would mean he's also approving French and German scripts, which are languages he doesn't even speak, so on that alone we can say that the approval of specifics like pronouns is not his job.
