I like the concept from the older sequels of xcom being shuttered after they won and only kept going as a strung together civilian organization, because the populace overruled their governments and kept it going out of (entirely correct) paranoid fear.
Realistically, afterwards you'd have billions of civilians with rage at losing family members and soldiers with xeno combat experience and a chip on their shoulder from fallen comrades, the first war would galvanize humanity so hard they would send sectoids floating out of smoke stacks before they make them citizens, you would NEVER convince the OG generation that they can be tolerated, much less accepted as equals.
Xcom would never again want for experienced recruits after the initial invasion, hell, a few weeks or months into it. After they win, at best, xenos might be a repressed minority group and have to endure the long, slow trudge to civil liberties that women and niggers went through from scratch. Look at all the foreigners settling scores in Ukraine just because they hate Russia, it'd be 400x times that for xenos because no human would have any tangible argument for or stakes in ensuring their survival - to the contrary, nearly every person you meet would have a deep, personal revulsion for them and want their extermination. Guys making jokes about having sex with vipers and making half-breeds would be lynched by angry mobs. Look at the meatgrinder of WW2 and picture asking the red army to shake hands with Germans.
