That card by all means is a more power efficient 4070/3080 while the 9060 XT is closer to a 3070 TI when you remove call of duty and the usual unreal engine console port slop boosting those numbers.
I'll do say its not only the 5060 ti though, all the 50x series stutters way more on those unreal engine ports, is why you see the 5070 TI being slower than 9070XT or the 5090 not being that much faster than the 4090 but when you look at other engines benchmark you'll see the difference this is for example battlefield 6, look at how much the 5090 smokes the 4090
