That mission is at least in theory for lvl 71 and you're running ~lvl 35 team and each level of difference is -2% dmg (I don't remember if it's limited to 20 level difference or not). Also, use some yellow aoe like Nonom.

From my observations, Tomoe usually uses Cheringles as an excuse to spend time with Sensei. China + Commies event also very bluntly implies that it's Tomoe who runs Red Winter while letting Cherino be the official leader. Like when she leaves to discuss actually important matters with Kisaki while Cherino is left to talk with Kaguya and ask her about the opera.
