Actually, it's a quicksilver piece of ore in that quest. Which makes even *less* sense as it's neither iron nor ebony. It's like someone fucked up every step of the way to try and make it as confusing as possible.
Still, Arthmoor's excuse about "muh guide" doesn't work when Skyrim's Official Guide did in fact refer to the mine as an ebony one. And even if he wasn't convinced by it, ESO doubled down in making it ebony and the neighboring mine iron. Plus the whole "mine is located in Shor's Stone and Shor's (aka Lorkhan's) blood is ebony" thing.
