There are 2 reasons for that
Budget and expections
AAA made for 200 mil can sell 15mil copies but the chairs might not be very thrilled by that
Meanwhile AA or even smaller AAA (e33, space Marines 2, kcd2) etc can be made for <50 mil and they are more than happy to sell 5 milion copies in first few years
