I'm considering starting an Eldar army but I don't know much about them as an army. Or playing the game generally
Is the Combat Patrol a good start?

If the faction is large enough to warrant it, microfaction. Tempestors are not large enough and don't tend to act like a larger army. Similarly Harlequins act in small teams. Corsairs are questionable as they could be big enough to warrant a codex supplement but at the moment they don't. Non-cult legions should be supplements only when they have enough models to warrant it.

I like having a splinter of an existing subfaction, so I can use both the existing lore and add my own. Like my dudes are part of the sautekh dynasty, but are also their own elite force within that dynasty with a slightly altered but still recognisably sautekh-ish colour scheme.
If I did marines I'd probably do the same and make my own crusade force of an existing chapter.

Dire avenger sculpts are aging badly and mold slipped. The older CP is a better start. In general eldar don't get good value boxes.

The eldar range is pretty big, so what you collect depends on whether you want to lean into a specific aspect of the army

TQ: I think there should be three kinds of codex: Faction Codexes for the big players and broad strokes, Mini Codexes for unique players and Mercenary/Soup Codexes filling in gaps and adding some common pool choices.

My ideal Codex release structure would be:
-Main Faction Codexes to start from
-Imperial Agents, Lost and Damned, and a Mercenary Pirates Codex, each primarily expanding Imperial, Chaos and Xeno forces respectively (with some sprinkled overlap)
- Micro-faction Codexes, more similar to Detachments that let you focus on specialists from Main Codexes, sometimes include extra characters and novelty units and include things like synergistic/soup detachments to make certain flavorful combinations appealing

This structure would make keeping things organized easy while still opening up some thematic and interesting novelties. If you wanted to run a cops-and-robbers scenario, there might be a micro-faction Codex for running Arbites as their own thing, but also you could pull rabble from both the Space Pirates and Lost and Damned to build a force of just rioting prisoners and gangsters; could even include conversion rules for necromunda gangs. At the same time though, the Mercenaries Codex could also give Tau Gue'vesa with reasonable rules without giving them the full IG armory. The only faction that can't benefit from this model is Tyranids (and to a lesser degree Necrons; they could still get some conceivable allies or even specialty rules to run 'enemy' forces being manipulated to their advantage), and they can just get extra stuff as the odd-inhuman-abomination-out.

I made a custom datasheet for the old FW turret emplacement, but split them between the one that takes a chimera turret and the one that takes a leman russ turret. Do you think this is too over/under powered at 160 points? It'd be for crusade/narrative games only, but I don't want to gimp myself super hard with an unreasonably high points cost, but I also don't want it to be too cheap since it is a leman russ chassis gun.

I've painted models as a hobby for a long time, I've read the novels and Codexes and love the lore, I want to start an actual 40k army.
The problem is all the armies have their own appeal. And I don't have experience with wargames so I don't know what kind of playstyle I'd like.

My Black Templars are more medieval knight ish than usual for Black Templars.

Space Marine 2 seems to have tried to correct this by adjusting the iron sights. They look skeletal.

In lore Space Marines don't need sights at all, and can hip fire more accurately than most snipers shoot down sights because they have targeting assisters in their power armor. GW just quietly buried that lore to allow them to put 9 bajillion retard attachments on every bit of primaris gear.

You could always think of it as in universe. I haven't kept up with it so I don't know what counts as current lore, but marines as described in all the books I was reading 15+ years ago had a full suite of auto-senses and assists built into their armor. It would detect and identify threats, give them a heads-up display, location mapping, IR vision, even a localized radar or motion sensor depending on what you read. They definitely had a crosshair for their weapons projected into their eyesight. Even outside of their armor they had tons of enhancements and their training made things like aiming a gun second nature.

I might be getting it confused with another separate sci fi book, but I think there was one where a full on encyclopedia cogitator was built in to the armor, so the marine could basically think questions to it and get archival info. The character narrated the feeling as unsettling to have knowledge squirted into his brain on the spot, and suddenly know things.

How do we fix the Marines+ problem? Somebody said last thread that the reason why basic marine units feel so weak is because they always have to be by necessity weaker than the bespoke counterparts for the chapters, which means why would anyone use basic Terminators when you may use Deathwing Knights or Wolf terminators. Really I think it's because they decided to make the divergent chapters supplements to the core Marines codex and someone higher up told them they can't require them to have a book to play the army and then tell them they aren't allowed to use any of the rules from that book. Tiny blob of milliput, put the magnet in it, then press the base down on a flat surface so the magnet is pushed perfectly flush with the bottom of the base.
If the magnet is right up against the surface e you're attaching too you get away with using much smaller, weaker ones. If you use chunkier rare earth's, then you'll need a tiny dot of superglue on the magnet before you push it into the milliput to stop it pulling itself free.

Unironically, knights might be delayed until next year.

GW have a shit contract with their printer in china, and they're massively constrained on packaging and book orders. Knights don't move much plastic, because there isn't much to buy for a knight army. So they've been prioritising the armies that sell.
They've bumped up thousand sons, death guard, world eaters, emperors children, and space wolves ahead of knights.
They were all supposed to come after the knight book which was previewed last year.

They'll probably squeeze black templars and grey knights out before them now too.

The "hero marines" like Loken have the most screentime. Followed by Abnetts perpetual gang (Grammaticus, Ol Person). Reason is simple: They appear in books about several Legions and plots, whereas Sanguinius for example, only appears during his own plot.
People call it Primarch slop, and for sure, primarchs appear regularly, but they do not have the biggest page count. Its mostly about Marines and Humans, and its usually the humans perspective that the narrators focus on. Thats why every Legion, and after Istavaan, every plotline has their own cast of humans (often with insane plotarmor).

The tank on the right is for my gf (who has no clue about print quality anyway), because she liked the Russ in the Rogue Trader 2nd DLC sequence where you use it to obliterate hordes of guardsmen, and the one left will end up as a terrain piece, probably half covered by some tarp (so the most offensive lines wont be visible).
